职位描述：
Responsibilities:
1.Take full responsibility of the IT platform's operational stability and high availability.
2.Drive all the key projects and initiatives to successful delivery.
3.Jointly together with regional IT partners and local business to define IT strategies/solutions to enable the business growth.
4.Take an active role in building out the core banking systems within the pre-defined timeline.
5.Be able to work closely with a diverse number of regional IT teams in implementing global/local software/hardware solutions which meet the local requirement.
6.Provide strong governance on L1 and L2 of infrastructure support and application support.
7.Manage deliveries from vendors and external parties and ensure business requirements are met
8.Have in-depth understanding of the existing and new regulatory requirements.
9.Be accountable to ensure that IT systems are compliant to the regulatory requirement.
10.Proactively identify risks, remediate control gaps on a timely manner.
11.Lead by example. Supervise the IT staff to adhere to company policies, security risk standards. Lead the department to pass all regulatory onsite inspections, external and internal audits.
12.Provide regular IT status update to business department heads
13.Prepare for annual project roadmap, resource planning, and budget.
14.Lead the team to follow the best practice such as Change Management, Problem Management and Risk Control Framework.
15.Be the face off with external regulators as the IT Responsible Officer. Manage timely submission of all regulatory reporting, reviews, and self-assessments.
16. Be in charge of Internal and external onsite inspections.
17.Maintain a motivated team at all time. Recruit and develop talent. Expand the team in the future 5 years to support a bigger organization.
18.Manage the financials and IT budget in line with low cost and high efficiency.
19.Ensure business continuity with proper BCP site maintenance and annual rehearsals.

Your experience and skills :
You have:
1.at least 7 years of managerial experience. Prior working experience in international financial companies or supporting the Wealth Management business is much preferred.
2.working experience in building and supporting core banking systems is preferred, with the product knowledge such as Loans, FX, Structure products, QDII, Bonds, Repos, IRS, etc.
3.good technical background in either application development/support, project management or infrastructure support.
4.general knowledge of operating systems, core infrastructure, servers and network.
5.strong people management skills, proactively drive staff development plans, and be able to resolve challenging staff issues.
6.excellent inter-personal skills, has confidence in interacting with senior management and key stake holders.
You are:
7.experienced in working with outsourced delivery teams.
8.a fluent communicator in both English and Mandarin. Proficient in Chinese reading and writing.
9.In the highly regulated environment, the candidate must have good discipline in risk and control in order to lead the team achieving high standard.
10.University degree is required, computer science or related major is preferred.
